Find your original VATS module that is in your old harness (I think its up behind the glove box) and install it in the new wiring harness. The new VATS unit is looking for a speciic resistance that doesn't match what is in your key so it is disabling the starter and fuel injectors. Your running the car on pure starting fluid when you are jumping the starter and sparing starting fluid. Not good for your engine. If you can't swap the VATS module you have to figure out which of the 15 specific resistance values the new box is looking for and have a new key cut with that resistor built into it.

If you the key from the donor car, you can determine the resistance from that.

If he's using the same car and key, shouldn't it still work?
Maybe I misread, but I thought he only changed out the engine, trans, and ECU. VATS would stay with the car.

Toaster, you can find the VATS module, unplug it, insert your key in the tumbler, and measure the key at the VATS connector, either two white wires or yellow wires. If you read the key from there, then your problem is elsewhere. No key reading, replace tumbler or mount/solder a permanent resistor across the two wires, thus disabling VATS forever.
 
Third post says he changed everything inside and out, so I'm assuming he has the same key and ignition switch but a new VATS unit. VATs units have to be matched to the correct key resistor, they do not learn what the key value is (at least not more than once). You can read the resistance value of the old (or new) key right off the key itself, just place the meter probes on either side of the metal strip on the resistor pellet. If you want to check the wiring from the ignition switch to the base of the steering column you can disconnect the VATs wiring harness at the base of the column and check it from there with the key in the switch, but MAKE SURE you get the right connector or you will get a facefull of steering wheel airbag. Stay away from yellow/yellow wiring thats inside a protective sleeve thats usually the airbag wiring.

In a Corvette the wiring is black/black on one side and yellow and brown on the other, no guarrantees that its the same on a Camaro, get a wiring diagram.

When you test it you should find one of these values (of course if you don't have the key that matches the new harness your going to have to either put your old VATS unit back in, or figure out which of these values will start your car and then get a new key cut:
