This is an originality question, but maybe it should be in the body shop.

When GM painted the black under the hood was it before or after the body color? if the black was painted first did they mask it off or just let the body color overspray hit?

No, I dunno the exact process, but I do know the underside of the hood is semi-gloss black, then body color was applied. There was no masking. Edges received full coverage with varying amounts of overspray on the underside.
 
Read the assembly process thoroughly just like James suggested. The firewall was blacked out last using a hand held shield. Coverage varies widely. If you can't find or substatiate data here or in the assembly process paper, just go to CRG and use the advanced search function. It's all in there with photos.
 
You seem to be asking about the black on the backs of the front end sheetmetal. These parts were "flo-coat/ flow coat" primed after being received from the stamping plants. (this primer is "black" it's not a pure black by anymeans, it has a gray sheen and is then painted on a buck which created a 2" or so gap around the edges.
Regarding the Overspray... The paint fell where it fell.
