Does it crank of just sit there? Only after driving it a while or on a cold start too? Do the head lights go out / dim with the key in the start position? I'm guessing you need to adjust the position of the ignition switch a little since it will start when you tilt the wheel, but more information will help.

Hot or cold makes no difference. A new battery and a new starter. Lights and horn work OK. The key is loose. It appears to be a problem in the steering column.

I can not see the hole to adjust the ignition rod.

I'm now confident that the starting problem relates to the Ignition Switch Lock Cylinder. I have about 1/16 inch play between the cylinder and the steering column. After jigging the switch several times, the engine cranks.

Now I have to learn to type and check my typing before posting messages.
