la went on strike April 19th 1969, this car would have been sitting on the line at that time, and not finished until June, hense the VIN number later than the last reported April VIN. Plant only reopened to finish the roughly 1000 Camaros (amongst Chevrolets, Impalas, Firebirds etc) that were actually on the line the day the strike starte, and had been sitting there for 2 months in various states of construction. After those cars were done, the plant shutdown and retooled for the 70 model year cars.
No fiberglass hoods from the factory, can't see any evidence of it ever having the cowl induction hardware for a steel hood, master cylinder is wrong, valve covers are not GM. Transmission cable looks like its routed over to where a non muncie transmission would go thru the firewall (down near the fuse block) Its definately run wrong shouldn't go under the tranny. Shifter knob shouldn't have the shift pattern on it if it came with a console. May actually be a Z28, but the seller would have to prove it to me.
Get some pictures of the front brake lines, behind the a-arms.
