Not exactly right. The weight of the options determined the springs, front and rear. 8 cyl and 6cyl figure in to the weights of options.
Well that came straight from CRG:
"In 1969, all models with 12-bolt axles received multi-leaf springs and all models with 350ci engines (10- or 12-bolt) received multi-leaf springs. Vehicles with 307 and 327 engines received mono-leaf springs."
So the spring usage tables could override the above statement? I stand corrected!

Kurt, forgive me if I am being slow on the uptake, but if the default rear end for all 350ci-equipped models (with 10- or 12-bolt rears) was a multi-leaf, how could the additional weight of added options change this to be a mono-leaf? Or are you referring to a 6-cylinder car starting out with mono-leaf rear, and weight of options causing this to become a multi-leaf?
 
Well, didn't get the casting date, but as far as I can tell, it looks like it is original to your 10E car.

L6, 327, 307 cars all got monoleafs, regardless of weight. I believe they got monoleafs even with F40, F41, or G31.
Except with JL8.

I have a basic account so I can't have images posted all over. I'll put them in my 69 Project Album. I am undecided on what to do with it. I bought it because the body was so good. It will be a nice straight clean base 69 by July.
