Be careful of the rust you do not see, the rocker panels have inner, outer and a sandwiched steel inbetween. My rockers were solid outside surface rust inside but the steel sandwiched in between was gone, cost lots of money for me to get fixed.
Since this plate is on the Camaro, whether the owner is a member or not, the offer should not make the owner laugh when offered, or counter-offered.
If he is a member, he knows what he has...

Is it just dirty, or is the paint sun burnt on the hood?
Would be happy to attach more pics but the site says I am at the maximum. I can tell you the body is in good condition and the trunk lid even has the original OEM stickers still on it - although they are peeling off around the edges. The interior is in good shape with some age-related cracking on the vinyl door panels. The dash has no cracks. Carpet is good. The car was painted (lacquer) in about 1980 and the top was replaced about the same time. The car could use new paint and most likely has some rust on the interior body panels. All gauges work including the clock. Has always been garage kept.
That is dust on the hood from being in storage. It will wipe off.
Anybody else have any thoughts or recommendations where I can get a value on the car. I am new to this and any guidance would be greatly appreciated. I think this car, if they decide to sell it, could be purchased for around $25K...which fits with what an earlier poster suggested.

The Hagerty price guide has it valued at $27,900 and thats condition 3 with condition 4 being in fair condition.
