With the car on it's wheels, place a jack in the center of the rear axle and jack up until the wheels are off the ground. Measure to see if it's more level. Then lower the rear and jack up the front, make sure the jack is exactly under the center of the front crossmember. Jack it up until the front wheels are off the ground and measure heights and check for level again. This should isolate the front and rear and tell you which end of the car is causing the problem.

Any work that was done on the car like installing leaf springs or A arms should have the tightening of those bolts with the car resting on it's wheels. If you tighten the leaf spring eye bolts with the car off it's wheels, the bushing in it will be twisted & hold the car up when on the road.
 
David, I have a question on converting to multi leaf springs. I have a 68 Camaro and have already done the conversion using the Detroit Speed conversion kit to solve the problem of short spring mounts on the axle. I used the India made springs from JRS in Michigan and the rear sits about one inch higher than I'd like. Now I'm wondering if I can use 1" lowering blocks under the springs to lower the back a bit. Will this work with the Detroit Speed conversion kit extension blocks? The u-bolts seem to be long enough. Thank you.
