AC Delco Voltage reg or Welles, why the big price diff and why is my voltage high ?

Here is my problem
I have had a Welles VR on my car for over 2 years no problem. The other day while driving my electric fuel pump stop working and the car stalled. Every thing else electrical still worked. After about 20 minutes it started working again but was barely putting out 3 psi instead of the 6 psi and sounded very low when it normally is roaring loud. When it did start barely working again I noticed that, my right tail light was dimmer than the left and the interior light on the headliner was flickering while the headlights were on. I turned off the headlights and the interior light got bright and no flickering. After a while, the interior light, the tail light and the pump went back to normal but then the next day it did the same.

I put a tester on the battery while it was running and it was overcharging at 15.5
I changed the Welles to another new Welles VR and it dropped to 14.9 but the electric fuel pump is still only pumping at 3psi

1. I took the battery to a local parts store and they said the battery is over charged.
2. Is it worth changing to an AC Delco regulator ?
3. Why the big difference in price between the Delco ($58.00) and Welles ($11.00)
4. Could it be a bad electric fuel pump, its only a little over a year old, if its bad or on its way out,would that cause the flickering or over charging ?
5. I tried changing both battery cables and making sure it was grounded good, but didnt help
6. Any suggestions as to what else to look for ?

Check for bad or loose connections. These will trick your regulator into thinking that the battery isnt charged. AC Delco is a name brand and also an OEM part. Welles is an aftermarket part. Go with the AC Delco, thats what your car came with normally and what it was setup for.

I would also check to see how the connection is between the vehicle body and the negative terminal on the battery. On my 77 Nova daily driver I had an intermittent dimming of the headlights, the heater blower motor would be spinning fine one time and then seemed to be slowing down, the dash lights would be dim and then become bright, the dome light would sometimes be bright and then be dim. It turned out to be the small jumper wire connection between the battery negative terminal and the front fender only had a few strands still connected and once it was replaced with a new wire and terminals all the problems went away.
