1969 Camaro Horn Question

I changed out my steering wheel yesterday and the horn was working with the old one in place. I put on another GM black steering wheel that was recently restored and had to cut the white and black horn wires to slip it off. After installing the new wheel and splicing the new wires together from the shroud, the horn will not work.
Is there a fuse that I could have shorted? I don't see one labeled "horn" or is it shared with another circuit. I don't see any other fuses blown though.
Ideas?

Take off the horn pad and check the black and white wires. There should be continuity between the two when you depress the horn pad. I assume that one wire goes to the plunger in the plastic horn tower. The other must connect to the steering wheel hub somehow.

Both the black and white wires are connected together into a brass connector.

I just realized that the inside metal section of my steering wheel that was restored and that was just installed was painted over during the restoration. I'm guessing that there is no completion of the circuit when I depress the buttons because of this.
I will install the old wheel and verify this soon.

The black and white wires connect into a fitting that is kinda bell-shaped. There is also a plastic collar that is around the wires that snugs into the plastic tube in the column, in which there is a spring inside.

I don't think the painting of the steering wheel frame should be causing the problem. The contacts are screwed onto the horn shroud.

It was the paint and when I scraped it off where the rear outside screws tighten the contacts and shroud to the wheel, the horn worked.
Just thought I would let everybody know.

I was just about to correct my previous statement.

I knew the wiring, but I hadnt assembled one for a while until a couple of days ago. I had forgotten that one of the contact screws screwed into the shroud THROUGH the steering wheel. :clonk:

Thus, grounding the contacts...
