A neighbor has a 71 camaro for sale, has z28 badges. He doesnt know much about cars and has had the car for a long time. On a 71, what should I look for to determine if it is a true Z or just has the badging?

IF the original engine was damaged WHEN the car was NEW, it would NOT have that code on the block, it would have a CE blockWe sure have a lot of second generation experts here for a primarily first generation site.
But not one person has mentioned what, for me at least, would be the single most important and first thing to check.
The Z/28 LT1 engine code needs to be CGP for a stick shift or CGR for an automatic car, and of course number matching and date code correct.
That will tell you if it IS a Z, the other stuff will tell you if it WAS a Z.:thumbsup:
