You will just need tho remove the wipers and and screws and the cowl panel will come off. How far back can you trace the history? You have a car with an altered vin which is illegal. It could be that someone had a wrecked 67, and a beat 68 and wanted to make one good car out of two. But the altering of the vin location raises a concern. If you keep digging, I'm afraid your not going to like what you find. Hope all comes out well in this mystery. Tom
 
the cowl vent cover is VERY easy to remove, just pop off the wiper arms and remove the screws holding it on. Fenders do not have to be touched, just raise the hood is all

sounds like a 68 with a 67 VIN tag and I will bet my paycheck too that the vin on the cowl is for a 68 ... or ... missing/ground down/bondoed over. Then the only way to triple check is to pull the heater core ...

this is not going to end well, sorry :(
 
Yep I have a clean title. The car has been in my family for some time no one has really dug into why it is the way it is.
I guess I need to remove the wiper motor to get the final tell all.
Do I have to remove the fenders to remove the cowl cover?

I wouldn't bother removing the wiper motor at this point.
All of the asked/answered questions indicate a 1968 Camaro, so it's time to go right to the hidden VIN check as mentioned.
One point of caution: If your hood is painted, be careful not to damage it removing the wiper arm. There is a $5 tool that makes them easy to remove, otherwise cover the hood with thick towels in case the arm flies off when you use too much force to remove it and it finally lets go!

Not that this needs to be said, ...but you have a 1968 Camaro (history unknown) registered as/with the '67 VIN that was attached to the door pillar.
If you've identified the hidden VIN it may or may not be on file, ...you really may never know the history of this car, ...unless of course you can get in touch with the guy, ...'that all he did was Camaros...". Hopefully he has a good memory, ...but I suspect people may forget things over time...
