67 Steering Wheel

I have a 67 Camaro and the 3 spoke stock steering wheel is not alligned straight when the car wheels are. Can I correct this at the wheel by removing it and reposition? I thought maybe it is on a splined shaft?

Or do you have to fix this under the hood?

The right way is to adjust the tie rods. If you look at the shaft and nut holding the wheel on, there is a line pointing to the top center of the wheel. If you moved it, that would no longer be the case.
