I did my swap for $1k. The expensive parts were the new shifter and rods (over $300) and the trans itself(rebuilt saginaw, $350 iirc). Already had the clutch, pp and flywheel. Munice would be a bit more I'd think unless you already have the parts. I didn't see any way to get a 5 speed kit for less than double that, iirc.
 
That is like asking "What is cheaper a New Corvette or a 1990 Sunbird." Of course ALL Brand new is going to cost you more. Remember you get what you pay for. I would look for a used T56 6 speed if I wanted a stick.

You'll pretty much have to build your own "kit" for a Muncie (4speed)
The 5 speed kits are pretty close in price to each other, depending upon who you use, but at over $4200 (what I was quoted) was quite a bit more than I wanted to spend.

I just did the swap two summers ago (from a TH400)--here's a rough idea of what the Muncis swap cost me:
I spent about $700.00 on a rebuilt M-20.
Hurst shifter (including installation kit) for $330.00...
Flywheel $250.00 (I had a stroker, so I needed an externally balanced flywheel--they are cheaper for neutral balance)
Clutch and pressure plate kit $299.99..
Swap meet bellhousing (621), clutch fork, flywheel cover...$225.00
backup switch and wiring was about $100.00
Clutch/Brake Pedals about $70.00
Linkage kit was about $99.00
Total of about $2100 there (about half the price of the overdrive kit + the fun of parts hunting--but not everyone enjoys that part!).

I did have a few other expenses, which I would have incurred anyway, even withthe overdrive "kit" because I was converting from a TH400, so I needed a crossmember and driveshaft. You would not have needed these extras if tyou had a powerglide or TH350 trans
 
I can get you started, I have a nice super t10 fine spline large output trans with the shifter bracket and a real nice and ready to go Camaro hurst shifter(no rods)but does have the flat Camari hurst handle. The trans is a 2.43 first gear, right between the m20 and m21.
