Is this a manual transmission? I don't have a wiring schematic but it is possibly a 'neutral safety' switch. You could check with your local dealer and see if they have a shop manual that might show the color codes. If it was mine, I would hold the two whites together and try it. Depending on where it is in the circuit it should/might be protected by a fuse. Unless you can find a schematic you really don't have anything to lose. If the wires get hot just unhook them. I have by-passed more than one neutral switch because of their failure. Hold them together with your fingers and bump the start switch and report back.

I sent your question to an engineer at Saginaw. Here is his answer:

Jim,
Obviously the VATS (properly known as Pass Key) wires are affected. He says they're disconnected under the dash. ( My suspicion is that this vehicle was once stolen, since thieves try various resistor values at the electrical connector until they find the correct one, because they don't have the proper key.) I would also check continuity in the column from the lock cylinder to the connector, because those 125 strand wires may be fatigued. VATS was introduced in '88, and inhibits both the fuel flow and the starter. The resistor in the ignition key needs to be matched with the value stored in the vehicle. I recall that there were 14 different values, but only 12 were used in production. He probably will need a dealership diagnostic kit to find the proper resistor and have it mounted to the key. The VATS system has to be connected in order to start the vehicle.

Since this is the anti-theft system, it sounds as if you are going to have to involve a dealer in the solution. It is probably not going to be a cheap fix.

You probably ought to go buy a Chiltons manual for your 92 model Camaro because inorder to replace the ignition switch you will have to remove the steering wheel if it's like a 99 and I think it is. If it has airbags you need to pull that fuse, then remove the air bag, then pull the steering wheel and replace the ignition switch, which by the way if you don't have a good key with the resistor on it you will need to buy a new switch and key together. Route the VATS(Vehicle Anti-theft System) wiring harness thru the key hole and down the column and connect the harness connector then put it all back together. Doesn't take that long, cost me about $100.00 IIRC.
