Man, I have gone over this 3 times. I dont know what I did the first time I tested this.

I have tested 3 and 4 multiple times and I get NO voltage in any of the tests.

I also tested ther green wire from the relay to the horn and it has continuity.

I must be loosing it. Im so sorry.

I agree too many posts. The only way i got the horn to blow was by jumping the pos battery post to the positive horn terminal. I cant back trace this post that say i got the horn to blow. Sorry.

Have I confused the issue or can we agree that I should try a new relay.

This is from Comaro Central

Yep, replace the horn relay. Make sure to attach the wires to the new relay just like they are on your current one. Just as an FYI, because it will be for several model years, your new relay will likely have a 3rd male spade but it will be unused. In the picture of the relay from Camaro Central the spade below the screw terminals won't be used.

What is the voltage coming off the relay for the horn wire? Don't buy a relay until ypu know.

Yes John, there is a 3rd spade. It's the one to the left of the 2 screw terminal with no plastic surrounding it in your 2nd picture but it won't be used. I'm confident the new relay will do the trick.
