Has any removed the flat head for an Allen? Does it walk loose or do you have the use blue thread lock?

I have seen someone use a bolt/spring ( like primary side idle adjuster), is this better than the Allen?

Finally use Allen in stock direction or from top? It’s not easy to get to no matter how you install.
 
I turned the linkage and set screw upside down on my crossram carbs. Wanted to be able to set the secondary idles without removing carbs, ( everything else on top of manifold to get the carbs off). Wanted to watch engine response while adjusting secondary idles with engine running. Had the run a tap through the set srew threads on baseplate because Holley didn't do a thorough job. I have never seen an allen head, all Holleys I have had were/are straight slot. No reason you couldn't use an allen head.

One of my modified Holley carb secondary screws turned upside down. I do use threadlocker after removing Holley's interference fit with the tap.

My 830 annular NASCAR carb still has the original.set up. Sraight slot set screw with a point on the end.

If the secondary‘s were open too much, would that cause the throttle run on. But after you release the peddle? Making the throttle less “snappy”
You are going to have a host of bad manners if the secondaries are not set properly. These will be related to idle or just off-idle performance.
