It should be semi-gloss black (except if the car had black paint).
But I have heard every shade of black (from flat to gloss) and every shade of clear.

As akxtreme noted, only the big block SS cars got the blacked out tail light panel. Nothing stopping you from doing the same with your car, but if yours is a SB car and you are going for originality, don't black it out.
