On the sides of the air horn are two trapezoid shaped openings. These are the bowl vents.
Stick a pipe cleaner to see if fuel is there. Probably dry. Might even sniff the vents to not smell bad gas, pungent odor. If there is bad gas, a lift off of the carb top, carefully to not rip the gasket for reuse, will show the story of condition. Mucky and smelly, remove carb and soak in carb cleaner to remove varnish. Blow dry all passages to clean out debris.
If fairly clean, pour fuel thru vents, about 1/4 cup, and it should fire up if timing is correct and choke set correctly. If engine runs longer than 15 seconds, then fuel pump and lines are primed, otherwise, blow into gas tank and to pressurize and push fuel up to pump with disconnected inlet line at pump. Maybe alittle more to clean fuel line into a bucket.
After rereading your post, its only been since winter, so not much of a problem. Smelly fuel comes from a year or more of sitting.
