I would say body color, I have a 1968 Camaro with original paint and the lower back valance is the same as the body color, guessing this is the same for 67-69.
All the origional cars I've taken apart over the years had some body color overspray on the backsides, which were black. One as recently as last year. They were never fully covered in body color or black as you see on so many cars painted now. Unfortunately, not many people today have seen origional cars. The front lower valance was a Chevrolet-sourced part, and was dip-primed/flow-coated with black primer (just like the hood, fenders, header, fender extensions, etc.), and later got varying levels of color overspray on its back side when the outer surfaces were color-topcoated while mounted on the paint buck.
