pull one of the back up lights out of the rear valence and snap a pic of that cut out hole that the light fits into. That 'might' give a clue as to weather it is original RS or not too.

yup, cause nobody duplicates the original cuts..
 
I think it should have a 7K tach to be a big block, not a 8K. Also looks like a small block fan shroud ?
The tach in the car posted seems to have a 6000 rpm redline with 8000 rpm maximum (mid-late production for 69 model year) used in the Z28

What other small block cars got this same tach in 69?
 
L78 means 396/375 h.p.
I know what an L78 is, I'm just wondering why this car with a non original motor, maybe a non original transmission, and an unknown axle at this point indicates that its an L78. Tach is kind of early for an 02B car, not impossible but who knows at this point L78s should have a 6K redline, 7K range tach. The 8K tach is a Z28 item. Hood added and non functional (looks taller than a stock hood too) but was not required on an L78. Single fuel line on a big block is a good sign if its original and assuming the tag is real and lines up the VIN (somewhere right around N600000 would be good). You need to have some kind of history or paperwork to go along with a good story about it being an L78 in order to affect the value. It may be infact be one but if you want someone to pay more for it theres got to be some evidence. A VIN stamped M22 would go along way since thats an L78/Z28 only item.

RS system appears to have been added. Can't beleive someone would be anal enough to replace an inner fenderwell for some stripped out bolt holes and leave the vacuum can in the wrong place. Master cylinder is not correct, its a generic replacement, should be the short squat one stamped US used on the Z28s and SS's (cars with power front discs). Short spoiler is correct for an 02B car.

In the original post I think he said it was a BS coded 12 bolt. That's a 3.31 posi. So axle is not unknown. Gears inside might be different, but housing says 3.31 ratio.

hood is a gm hood has sticker, also the extension ring on air cleaner has a gm sticker. It was added per old owner. the RH fender well is a real RS inner. the PS was replaced at some point with a standard one it appears and a butchered for the RS stuff. Front spoiler is newer I believe car might have been hit at one time.
I will post some pics of cowl tag later tonight.
Any other sighns of L78 besides trans, fuel line etc..

6038xx is an 02D build date car. You sure it has an 02B tag?

I only know of one L78 with a 6.5K/8K tach and its a 10A (very late 69) built car.
 
photo posting ideas are in the link in my signature but as a Gold member you should have no problem posting pics. Make sure they are sized around 880 x660 so they are not too big, site policy.
